The City of Rakvere organized an international competition to convert St. Paul's Church into the new Arvo Part's Hall on Vabaduse Square (Freedom Square).  

The proposed addition is an extension of the internal logic of the heritage church. The structural buttresses are pulled across a new courtyard reflecting pool and through the exhibit hall.  The structure is inspired by the rising and falling arpeggios of piano hammers.
